In a significant step towards enhancing bilateral relations, Prime Minister Mark Carney and Philippine President Ferdinand Marcos Jr. have formalised a series of agreements aimed at boosting cooperation in energy, natural resources, labour, and tourism. This marks a landmark moment as it is the first visit by a Philippine leader to Canada in over a decade, reflecting a mutual desire to deepen ties and potentially negotiate a trade deal ahead of an upcoming summit in Manila.

Strengthening Economic Relations

During their meeting in Vancouver on Thursday, Carney and Marcos oversaw the signing of several key agreements designed to elevate economic collaboration between their nations. A notable focus of these agreements is a memorandum aimed at safeguarding the rights of Filipino workers in Canada while promoting greater labour mobility.

“Filipino workers make extraordinary contributions to communities,” remarked Carney, highlighting the vital role of care-workers and nurses within Canada. He committed to ensuring fair treatment and safety for these workers, acknowledging their essential contributions to the country’s workforce.

Marcos echoed this sentiment, emphasizing the importance of creating a “mutually beneficial talent pipeline,” which would allow Filipino professionals to practice their trades in Canada. He urged both federal and provincial governments to continue collaborating to facilitate this process, underscoring the strong people-to-people connections that already exist between the two nations.

Marcos and Carney’s discussions included Canada’s support for the Philippines in combating illegal fishing and maritime security challenges. Canada has been active in assisting the Philippines with dark vessel detection technology, which helps identify vessels participating in unreported activities. This cooperation is particularly crucial as the Philippines faces ongoing challenges from territorial claims in the South China Sea.

Nadjibulla observed that Canada’s position, especially its endorsement of a UN tribunal ruling against Chinese claims in the region, has been welcomed by Manila and underscores Canada’s commitment to regional stability. The Philippines is also seeking Canadian expertise in oil, gas, and nuclear technology to enhance its capabilities in mineral processing and advanced manufacturing.

The agreements signed during Marcos’s visit come as both leaders aim to solidify a bilateral trade agreement before Carney attends the ASEAN summit in Manila this November, where Marcos will serve as chair.
