In a troubling development for Canadian robotics companies, new U.S. regulations are poised to limit access to what is traditionally their largest market. The Federal Communications Commission (FCC) has enacted restrictions on the importation of advanced robotics from foreign countries, with national security concerns at the forefront of this decision. Industry experts are expressing alarm over the potential repercussions, which could stifle growth in an already competitive field that is rapidly evolving alongside artificial intelligence.
A Complex Situation Unfolds
Ryan Gariepy, a representative from the Canadian Robotics Council, has described the situation as “complicated, far-reaching, and disruptive.” He emphasised that the implications of these regulations could be detrimental to Canadian firms, which have made significant strides in the robotics sector. The FCC’s recent ban, enacted last month, targets advanced robotics, including devices like robotic vacuum cleaners, forklifts, and humanoid robots capable of performing tasks akin to those of humans, such as stocking shelves in warehouses.
“This covers anything that can navigate an environment and has the ability to sense, think, act, and react,” Gariepy explained, highlighting the broad scope of the restrictions.
Concerns from the Industry
Many Canadian robotics companies are now grappling with uncertainty as the U.S. market becomes increasingly inaccessible. Sébastien Méthot, the CEO of Montreal-based Windo Smart, is particularly affected. His company, which launched in 2023, utilises drones and robotics to clean high-rise buildings and has clients across Canada as well as in the United States. Méthot expressed his frustration, stating, “It’s a big problem for us because right now the U.S. is the biggest market that we would sell to, and we just can’t anymore.”
While Canadian businesses are making headway in the robotics industry, they are competing against significant players like China, which manufactures 85 per cent of the world’s humanoid robots. The U.S. government has raised alarms over the potential for low-cost advanced robotic products from Beijing to enter the market and threaten national security. However, the FCC’s restrictions are not limited to any particular country; instead, they apply broadly, which means that Canadian companies also face significant hurdles.
Navigating New Regulations
An FCC spokesperson indicated that the regulations are “country neutral,” adhering to recommendations from a White House task force that determined foreign-made products pose unacceptable risks to U.S. national security. This has led to speculation that Canadian companies aiming to sell in the U.S. might need to provide justification for their products not being manufactured domestically, placing additional burdens on businesses already navigating a complex regulatory landscape.
Gariepy noted that this scenario necessitates a reevaluation of how robotics are utilised in Canada. “We need to continue to rethink how we use robots in Canada,” he said, suggesting that innovation may be hindered if companies cannot access international markets.
Options for the Future
With the U.S. market largely off the table, Méthot is contemplating two potential paths: either focusing business efforts on the Canadian or European markets or even relocating operations to the United States. “We are actually thinking about moving to the U.S.,” he admitted. “Sadly, we love Quebec and we want to stay, but we need the government to make the right choices to keep us here.”
Moreover, Méthot raised concerns about a potential brain drain, warning that the restrictions could encourage Canadian talent to seek opportunities elsewhere. “Robotics is the second biggest innovation in the market so far in the 21st century… I want Canada to invest in robotics so we become a superpower,” he asserted, underscoring the importance of developing sovereign technology.
