Canadians Express Concerns Over AI Data Centres and Their Environmental Impact

Recent polling data reveals a significant apprehension among Canadians regarding the environmental effects and potential financial implications associated with the establishment of artificial intelligence data centres. The Leger poll, conducted from July 10 to July 13, found that a staggering 81 per cent of respondents are worried that these facilities will lead to increased household electricity bills, while 79 per cent expressed concerns about their environmental footprint.

Public Perception of AI Data Centres

The survey highlights a growing divide in public opinion about the role of data centres in Canada. While there is overwhelming concern about their environmental effects—primarily due to the substantial energy and water consumption, as well as greenhouse gas emissions—there is also a nuanced view regarding their necessity for Canadian data sovereignty. Nearly half of the participants, specifically 46 per cent, believe that establishing data centres could enhance Canada’s control over data, whereas 37 per cent disagreed with this notion.

Andrew Enns, Leger’s executive vice-president for Central Canada, noted the complexity of these sentiments. “We’re seeing evidence that there is a bit of a divided opinion amongst Canadians regarding the construction of these data centres around the country,” he stated.

Support and Opposition at the Provincial Level

As the survey delved deeper, it became evident that Canadians are also conflicted about the prospect of data centres being constructed in their own provinces. While 44 per cent of participants indicated support for such developments locally, a close 42 per cent expressed opposition. This indicates a cautious approach towards the expansion of data centres, revealing a hesitation to embrace them despite the potential benefits they may offer.

The online survey included responses from 1,505 individuals. It is worth noting that, according to the Canadian Research Insights Council, online surveys lack a margin of error due to their non-random sample nature.

Awareness and Energy Supply Concerns

Awareness of data centres is relatively high among Canadians, with 62 per cent of respondents reporting familiarity with the concept. This awareness is crucial as discussions about energy supply become increasingly pertinent. When asked about the provision of electricity to AI data centres, a majority—58 per cent—believed that provincial governments or electricity providers should be responsible for supplying power.

However, opinions diverged on the conditions under which this should occur. Approximately one-third of respondents stated that electricity support should only be granted if data centre companies cover the full costs and infrastructure needs. Meanwhile, 31 per cent argued that these companies should not rely on public electricity, advocating instead for them to independently meet their energy requirements.

The Future of Data Centres in Canada

Plans are in motion to significantly increase data centre capacity across Canada, with Alberta poised to host a substantial portion of this expansion. These facilities could potentially source energy from natural gas plants, rather than drawing from the existing electrical grid. This raises further concerns about environmental implications, as natural gas extraction and usage also contribute to greenhouse gas emissions.

Public opposition to data centres has been vocal, with instances of pushback occurring in various regions, including Alberta. Recently, Manitoba Premier Wab Kinew rejected proposals for a large-scale data centre southeast of Winnipeg, indicating that resistance is not confined to localised areas.

The implications of increasing AI data centres in Canada are multifaceted. While they promise advancements in technology and data management, the prevalent concerns surrounding energy costs and environmental sustainability cannot be overlooked. As Canadians grapple with the realities of climate change, the expansion of such facilities must be approached with caution, ensuring that the benefits do not come at the expense of environmental integrity and public welfare. The ongoing debate underscores the need for a balanced approach to technological development that prioritises both innovation and ecological responsibility.
