Cheshire Police Officer Under Investigation After Elderly Man Suffers Stroke in Custody

A Cheshire Police officer is being investigated for alleged assault after an 80-year-old man became seriously unwell while in police custody. The Independent Office for Police Conduct (IOPC) is looking into the circumstances surrounding the incident, which occurred in Runcorn on 7th December.

The man was arrested on suspicion of drink driving shortly after 11:30 pm and arrived at the custody suite in the early hours of the following morning. At around 6:00 am, staff reported that the man was having a seizure, and he was subsequently taken to the hospital, where it was discovered that he had suffered a stroke.

The IOPC stated that it is unclear whether the stroke occurred before or after the man’s arrest, but the investigation has identified concerns regarding the use of force during a cell check at 4:30 am. The watchdog has informed the police officer that they are under investigation for assault, as well as potential gross misconduct.

“In light of the seriousness of the man’s condition, it is important for the circumstances of his arrest and detention to be independently investigated,” said IOPC director Amanda Rowe. “While it is not clear whether the police use of force may have contributed to the man’s condition deteriorating, evidence gathered so far indicates a criminal offence may have been committed.”

The IOPC will decide whether to refer the case to the Crown Prosecution Service or whether misconduct proceedings are appropriate once the investigation is concluded.
