In a move that has raised alarms among meteorological experts and public safety advocates, Environment and Climate Change Canada (ECCC) has disbanded the team responsible for the enhancement of the country’s weather radar network. Critics warn that this decision, coupled with the disconnection of key weather radio programmes, could significantly undermine Canada’s ability to forecast severe weather events and communicate effectively during emergencies.
The Disbandment of a Key Team
The reorganisation of ECCC’s radar research team occurred earlier this year, according to David Sills, deputy director of the Canadian Severe Storms Lab and head of Western University’s Northern Tornadoes Project. Sills, who previously spent two decades as a severe weather scientist with ECCC, explained that the team was effectively “reorganized out of existence”. This critical research group was instrumental in improving Canada’s weather forecasting capabilities, particularly for severe events such as tornadoes and hurricanes.
In a statement, ECCC spokesperson Brandon Clim acknowledged the changes while assuring the public that the department would continue to maintain the existing radar network. He cited the government’s broader Comprehensive Expenditure Review, aimed at identifying $60 billion in savings over five years, as the impetus for these cuts.
A Diminished Capacity for Forecasting
Despite assurances from ECCC, experts like Sills express serious concerns about the long-term implications of disbanding the research team. While there will still be personnel focused on the maintenance of the radar network, the absence of a dedicated group to advance radar technology means that improvements and innovations will likely stagnate. Sills pointed out that while the department has set a target of providing a ten-minute lead time for tornado warnings, recent data indicates that this benchmark was only achieved 20.7% of the time during the past year.

Adam Skinner, founder and director of Instant Weather, echoed these concerns, describing the situation as “frustrating”. He likened the disbandment of the radar research team to “buying a Ferrari and then just firing your mechanic,” highlighting the potential for missed opportunities in enhancing weather prediction capabilities.
The Loss of Weather Radio Services
Adding to the growing unease, ECCC permanently shut down two weather radio programmes on March 16: the Weatheradio network and Hello Weather. The decision to terminate these services, which had been operational for decades, has left many Canadians, particularly those in remote areas, without reliable access to severe weather warnings.
Clim attributed the closure of Weatheradio to its outdated technology, which had become increasingly difficult to maintain and no longer cost-effective, incurring operational costs of approximately £4 million annually. While he mentioned that alternative sources for weather updates, such as the WeatherCAN app, are available, many advocates argue that these digital platforms cannot replace the reliability of Weatheradio, especially in areas lacking cellular coverage.
Allan Boyd, president of Radio Amateurs of Canada, emphasised the importance of the Weatheradio system, particularly for individuals in rural locales and during emergencies when cellular networks may fail. Boyd, a former Ontario Provincial Police officer, recalled relying on his portable Weatheradio for critical updates while deployed in remote areas where mobile reception was non-existent.

He stated, “There should be a lot of investment in anything that’s related to public safety,” emphasizing the paradox of cutting vital services while simultaneously investing in modelling technologies elsewhere.
