Concerns Mount Over AI Data Centres as Alberta Pushes for Growth

As Alberta intensifies its efforts to attract investment in AI data centres, a recent survey underscores a significant apprehension among residents regarding potential repercussions. The Leger poll reveals that while 44 per cent of Canadians support such developments in their provinces, an almost equal 42 per cent stand in opposition. Alarmingly, the survey highlights a predominance of concerns, with 81 per cent of participants worried about rising household electricity costs and 79 per cent expressing unease about the environmental implications of these facilities.

Public Sentiment on Data Centres

Many Albertans are still grappling with the concept of AI data centres and the implications for their communities. Andrew Enns, Executive Vice-President at Leger, noted, “People are still trying to understand them better and what it all means. Where they’re certainly firm on is they don’t want to pay more for their electricity.” This sentiment resonates strongly in Alberta, where roughly four out of five residents share similar concerns regarding the financial burden and environmental impact of these facilities.

Despite the unease, the provincial government is keen on establishing Alberta as a frontrunner in the AI data centre sector. Earlier this month, tech giant Meta unveiled plans for a major facility in Sturgeon County, located just north of Edmonton. This $13 billion investment is poised to be the largest data centre outside the United States. Technology and Innovation Minister Nate Glubish mentioned ongoing discussions with over 60 stakeholders regarding various projects, indicating a robust interest in expanding Alberta’s data centre capacity.

The Energy Debate

The energy consumption associated with data centres is a critical point of contention. Yize Chen, an assistant professor at the University of Alberta’s electrical and computer engineering department, highlighted the province’s advantages due to its cold climate, which can reduce cooling costs—a significant component of data centre energy demands. “It definitely brings us a lot of benefits for computing and industry development, but at the same time we need to be cautious of the outcomes,” Chen cautioned.

The provincial government has taken steps to modernise electricity legislation and implement a new tax framework aimed at ensuring Albertans benefit financially from these projects. Glubish assured critics that Alberta has conducted thorough research and is prepared to move forward responsibly. “We did our homework, and now we’re ready to build responsibly into the future,” he stated.

Community Backlash and Environmental Concerns

Resistance to data centre developments is palpable in various regions of Alberta, including Olds, Wheatland County, and Grande Prairie. Local residents have voiced their apprehensions, often drawing from examples of poorly managed data centres in other jurisdictions. Glubish acknowledged these concerns, affirming the government’s commitment to responsible development amidst growing scrutiny.

In a related development, Manitoba recently rejected a hyperscale data centre proposal, citing environmental worries, a stance that may influence Alberta’s approach moving forward. As the conversation around data centres evolves, so too does public perception, with pollsters suggesting that as these facilities become more commonplace, opinions may shift.

The Way Forward

The Leger study, which surveyed 1,505 Canadians from July 10 to 13, 2023, used an online methodology to ensure a representative sample. While the non-probability sample does not allow for a margin of error, a comparable probability sample of this size would typically carry a margin of ±2.53%, 19 times out of 20.

As Alberta forges ahead with its ambitious plans for AI data centres, the balance between technological advancement and public concern will be pivotal.
