As uncertainty looms over the future of the Canada-U.S.-Mexico trade agreement, known as CUSMA in Canada and USMCA in the United States, a new report warns of potentially devastating job losses if the deal collapses. The Canadian American Business Council has highlighted that a breakdown could lead to the loss of over 100,000 jobs in Canada and significantly more—over 200,000—in the U.S. This situation is exacerbated by the U.S. administration’s recent decision not to renew the agreement in its current form, prompting an annual review that adds to the unpredictability faced by businesses on both sides of the border.

Impending Tariffs and Trade Tensions

With a deadline approaching for the implementation of new tariffs, the stakes are high. U.S. President Donald Trump has indicated plans to impose sweeping tariffs of 50 per cent on a variety of Canadian goods, set to take effect on August 19. Such a move would not only heighten trade tensions but also have significant repercussions for the economic landscape in North America.

Beth Burke, CEO of the Canadian American Business Council, emphasised the urgent need for stability in trade relations, stating, “The choices made today will determine North America’s economic competitiveness for decades to come.” The council’s report outlines that successful renegotiation of the trade agreement could lead to the creation of 137,000 new jobs in the U.S. and 98,000 in Canada by 2027. In stark contrast, failure to secure a deal could result in the loss of 214,000 jobs in the U.S. and 102,000 in Canada.

Ongoing Negotiations in Washington

In light of these escalating tensions, Canadian Trade Minister Dominic LeBlanc, along with chief negotiator Janice Charette, is currently in Washington engaged in discussions aimed at solidifying the trade agreement. Their mission is to advocate for the importance of CUSMA and the economic benefits it brings. The pressure is on to find common ground before the looming tariff deadline, as businesses on both sides seek clarity and continuity.

The Broader Economic Implications

The potential fallout from the breakdown of CUSMA extends beyond immediate job losses. The ripple effects could impact sectors ranging from agriculture to manufacturing, as tariffs disrupt supply chains and increase costs for consumers. The U.S. administration has cited “discriminatory” practices as justification for the tariffs, pointing to provincial boycotts of American alcohol products and retaliatory tariffs on U.S. vehicles and dairy imports. These tensions have escalated since early 2025 when several Canadian provinces removed U.S. alcohol from shelves in response to the trade conflict.

Why it Matters

The future of the CUSMA agreement hangs in the balance, and its outcome will have lasting repercussions for the economic landscape of North America. A successful renegotiation could bolster job creation and economic growth, while failure to reach an agreement could lead to significant job losses and trade disruptions. As both nations grapple with the implications of these potential changes, the path forward will shape the economic relationship between Canada and the U.S. for years to come.
