As Ontario’s cities begin to thaw following a particularly harsh winter, experts are raising alarms about the potential environmental hazards posed by accumulated road salt embedded within the melting snow. Heavy snowfall earlier this year, particularly in the Greater Toronto Area, has led to significant mounds of snow that contain not only frozen precipitation but also concentrated solutions of road salt, which could have dire consequences for local waterways, ecosystems, and even drinking water supplies.
The Dangers of Salt Accumulation
In late January, Ontario experienced one of its most significant snowfalls, with some areas receiving between 50 and 60 centimetres in a single day. As municipalities battled the snow-covered roads, heavy reliance on road salt resulted in massive snow piles, which experts now warn could leach harmful chemicals into the environment.
Don Jackson, a professor emeritus at the University of Toronto and an expert in ecology, emphasised the risks associated with the concentrated salt runoff from these mounds. “What we’re getting is a really concentrated salt solution that can be released from these mounds,” he stated. “And that’s ultimately draining into our streams and rivers and then to Lake Ontario.”
Environmental Impact of Road Salt
The implications of road salt contamination are far-reaching. Research from the University of Waterloo has indicated that sodium chloride, the primary component of road salt, can disrupt the natural chemical balance within soils and aquatic environments, posing severe threats to freshwater ecosystems. Once introduced into the environment, this salt can persist indefinitely, leading to long-term ecological damage.

Jackson elaborated on the dangers, noting that both sodium and chloride have distinct effects on ecosystems. “The chloride part is quite toxic to aquatic organisms,” he explained. “But the sodium part, if we get high levels of that in our water, can affect human health as it contributes to hypertension and high blood pressure.”
Certain aquatic species, particularly in their juvenile stages, are especially vulnerable to salt pollution. Even minimal salt concentrations can be detrimental to these sensitive organisms, demonstrating the nuanced and varied impact of road salt on different species.
Altered Ecosystems and Algal Blooms
In addition to harming individual species, increased salinity can alter the very behaviour of lakes. Research suggests that rising salt levels can affect water density, leading to reduced mixing in lakes and increasing the risk of oxygen depletion in deeper waters. This can trigger harmful algal blooms, which further diminish oxygen levels, creating areas that are inhospitable to fish that rely on cooler, oxygen-rich waters, such as lake trout.
Jackson highlighted the potential consequences of these changes: “We might end up with areas in deeper waters that lack oxygen, which will have a direct impact on fish populations.”
Economic Costs of Salt Use
Despite the environmental risks, road salt remains a popular choice for winter road maintenance due to its cost-effectiveness. However, Jackson argues that the long-term economic costs associated with salt usage might be considerably higher than commonly perceived. Damage to infrastructure, including roads and bridges, has been estimated to accumulate to hundreds or even thousands of dollars per tonne of salt. With Canada using over five million tonnes annually, the total damage could reach billions.

While technologies exist to remove salt from contaminated water, the process is prohibitively expensive. Jackson pointed out that regions dealing with saline water, such as California, face significant challenges in extracting fresh water from seawater, often resulting in highly concentrated brine that poses additional disposal issues.
Steps Towards a Sustainable Solution
Recognising the environmental impact of road salt, some municipalities have begun to take action. The City of Toronto has implemented a Salt Management Plan aimed at balancing road safety with environmental stewardship, typically using between 130,000 and 150,000 tonnes of salt annually. Measures include monitoring pavement temperatures, calibrating salt spreaders, and improving storage facilities.
Additionally, cities like Toronto, Halton, and Markham are encouraging residents to limit their own salt usage on private properties, such as driveways and sidewalks. In colder regions, some municipalities are shifting towards sand or sand-salt mixtures to mitigate the environmental footprint.
Jackson advocates for reducing salt use as a more effective long-term strategy. “It’s not something that’s going to be a simple fix,” he cautioned. “We’re adding millions of tonnes of salt annually.”
