Currently, there are eight AI-capable centres under construction and an additional 19 have been announced, primarily concentrated in Alberta and Ontario. The government’s recent budget has allocated $925.6 million over the next five years to support the development of large-scale AI facilities, projecting that partnerships could potentially increase Canada’s compute capacity to 850 megawatts by 2030.
Notable projects include Meta’s ambitious plan to construct a data centre in Sturgeon County, Alberta, with an investment exceeding $13 billion. This facility is expected to consume nearly as much electricity as Edmonton, while promising significant job creation in the region.
Environmental Concerns and Local Opposition
Despite the economic allure, the rise of data centres has not come without significant concern. The environmental impact of these facilities, particularly their colossal energy demands, has raised alarms among local communities and utilities. Hydro Ottawa recently reported an unprecedented spike in requests for large electricity supplies, with data centres constituting approximately 60 percent of this demand. The utility’s CEO expressed concerns about the need to develop infrastructure at a pace that far exceeds historical norms.
Moreover, the cooling systems required for data centres can significantly add to their energy consumption and may necessitate substantial water usage, raising further environmental questions. The noise generated by these cooling systems and the air pollution from natural gas turbines also contribute to local opposition. In response to these concerns, Manitoba Premier Wab Kinew recently rejected a proposal for a data centre on farmland near Winnipeg, prioritising agricultural preservation and environmental sustainability.

As cities like Mississauga and Vancouver prepare to discuss similar moratorium proposals, the conversation around data centres is evolving. Recently, New York became the first state to impose a one-year moratorium on new large-scale data centres, setting a precedent that could influence Canadian municipalities. The document prepared for Minister Solomon indicates that while Canada has 20,000 megawatts worth of data centre projects in planning or development, the realisation of these projects depends on various factors including financing, regulatory approvals, and community engagement.
