The Uzbek consulate in Tatarstan reported that seven of the victims were citizens of Uzbekistan, while Russian news agency RIA noted that many of those killed were residing in a hostel at the time of the attack.
Russia’s Investigative Committee has stated that “civilian individuals who were not involved in any military operations were present” at the site of the drone strikes. In response to the incident, Russian officials have vowed that “all those involved in the attacks” will “face inevitable and severe punishment.”
