As Europe grapples with unprecedented heat, countries across the continent are implementing a wide range of both high-tech and surprisingly straightforward solutions to adapt to rising temperatures. With infrastructure facing severe strain—roads melting, rail systems disrupted, and power grids under pressure—these measures are crucial for ensuring safety and reliability during extreme weather events.
Infrastructure Strain Under Record Temperatures
Many European nations are experiencing temperatures significantly above seasonal averages, with Western Europe recording an increase of 5.5 degrees Celsius on July 15, 2026. In Norway, for example, Oslo Airport foresees a scorching 30 degrees Celsius—10 degrees above the norm. This drastic shift is forcing countries, particularly in Northern Europe, to rethink their strategies for coping with climate challenges.
Workers at Oslo Airport have resorted to dousing the runway with thousands of litres of water to combat the effects of heat on the tarmac. As Jørn Arvid Remark, an operating engineer with Avinor, the state-owned airport operator, pointed out, “In Norway, the asphalt must withstand both extreme cold and fairly warm temperatures.” The airport is currently trialling heat-resistant asphalt, while fire brigades apply around 9,000 litres of water to critical runway sections to prevent softening.
Adapting Railways to Extreme Weather
The railway sector faces unique challenges as older infrastructure proves inadequate for extreme weather conditions. An alarming report from the European Union revealed that over 70 per cent of rail managers are experiencing increased disruption due to climate-related events. From 2015 to 2024, weather-related interruptions equated to one to three years of rail service lost across the continent.
Oliviero Baccelli, a professor at Bocconi University in Milan, emphasised that while heat itself presents issues such as track expansion, the more severe threats often arise from subsequent thunderstorms and landslides. Italy, for instance, has already suffered significant disruptions on Alpine routes due to these climate-induced phenomena.
In Britain, where rail infrastructure is designed for a narrower temperature range, the challenges are even more pronounced. John Lawrence, chair of the IET Railway Technical Network, acknowledged the financial burden of heat-proofing rail systems. However, he highlighted that operators are exploring innovative technologies such as AI and drones to expedite track inspections and monitoring.
Cost-Effective Solutions Gaining Traction
Despite the extensive challenges, not all solutions require exorbitant investment. Some regions are resorting to traditional methods for temperature management. In Stockholm, for example, the transport authority allocated around 100,000 Swedish kronor (approximately £8,200) to paint sections of metro track white, mitigating the risk of track buckling during heatwaves.
Martin Wilson, engineering director at Alstom, suggested that European transport systems could learn valuable lessons from those in Riyadh and Dubai, which are engineered to withstand temperatures exceeding 50 degrees Celsius. “Today’s heatwaves are often more intense, more frequent and longer-lasting,” he noted, underlining the urgent need for adaptation.
Road networks are similarly affected, with engineers pointing out that northern European highways were originally designed to endure freeze-thaw cycles, while southern nations like Spain use asphalt blends that better suit prolonged summer heat. José Pablo Sáez Villar from the Spanish Civil Engineers Association urged northern planners to rethink their approaches to road construction.
In Paris, transport operator RATP has set up a heatwave contingency unit and is working on a comprehensive climate adaptation plan due by the year’s end. Meanwhile, in Norway, officials are committed to designing roads that can withstand both current challenges and future climate impacts, as highlighted by Grethe Vikane, head of social development and climate at the Norwegian Public Roads Administration.
