Farmers across Asia are responding to surging fertiliser and fuel costs exacerbated by the ongoing conflict in Iran, leading to reduced planting areas. This precarious situation may disrupt food security, particularly for vulnerable populations in Asia and Africa, as the world’s most consumed staple grapples with diminishing yields.
Disruptions in Supply Chains
The ongoing conflict in Iran has severely impacted the flow of crucial resources through the Strait of Hormuz, a vital maritime corridor that connects the Gulf to international markets. This disruption has resulted in increased costs for fertilisers and fuels, which are essential for rice cultivation. According to industry analysts, these heightened costs are compelling farmers to limit their planting efforts, further tightening the global rice supply.
Maximo Torero, chief economist at the UN Food and Agriculture Organization (FAO), highlighted the severity of the situation. “Farmers have already started planting rice in some countries and are using fewer inputs because prices have gone up,” he stated. The anticipation of a tighter global supply situation in the latter half of the year and early next year raises concerns, particularly in light of a previous UN FAO forecast projecting a 2% increase in rice output by 2025/26.
The Impacts of El Niño
As if the geopolitical turmoil weren’t enough, the impending El Niño weather phenomenon is expected to introduce hotter and drier conditions across Southeast Asia in the latter part of the year. This climatic shift could further strain farmer productivity, particularly among smallholder farmers who dominate the region. With many already grappling with increased costs and limited resources, the additional pressure from adverse weather conditions could spell disaster for rice production.
Farmers in key exporting nations, including Thailand and Vietnam, are already feeling the effects. Sripai Kaew-Eam, a farmer from Thailand, expressed her frustration, noting that escalating prices for fertilisers and fuel have significantly raised her production costs. “Fertiliser prices are high, fuel prices are high,” she lamented, revealing that she has been forced to cut her fertiliser usage by half.
Regional Responses to Supply Challenges
The Philippines, known as the world’s largest rice importer, is experiencing a similar predicament. Farmers are contemplating reduced planting or cutting back on fertiliser use, which could lead to a production decline of up to 6 million tons from their usual output of 19 million to 20 million tons. Arze Glipo, executive director of the Integrated Rural Development Foundation, warned that such reductions would place the country in a precarious position, particularly given the uncertainty surrounding imports due to potential export restrictions.
Meanwhile, Indonesia’s statistics bureau has reported a projected decline in rice harvest area by 10.6% for the March to May period, alongside an 11.12% reduction in production. While fertiliser supply remains stable, the anticipated impacts of El Niño are likely to hinder output.
Global Inventory and Future Outlook
Despite these alarming trends, the world currently holds substantial rice inventories due to previous years of robust production. India, the leading rice exporter, possesses a record stock of 42 million tons, representing roughly one-fifth of global reserves. This buffer may help mitigate the immediate impacts of reduced production, although prices are expected to rise regardless of improvements in the situation at the Strait of Hormuz.
The FAO’s Torero noted that while the immediate re-opening of the strait could alleviate some supply concerns, the longer the conflict continues, the more dire the situation could become. “If we don’t reopen this in the next two to three weeks, the situation is going to get pretty serious,” he cautioned.
