Drought Declared: Who Is Affected?

As the ground dries out, vegetation and crops suffer, which can subsequently reduce river flows and reservoir levels. In Wales, while reservoir levels are also declining, Welsh Water has stated that its water resources are still relatively robust. In Northern Ireland and Scotland, reservoir levels hover around the average, providing some respite amid the crisis.
Groundwater, which originates from rainfall and is stored underground, presents a more gradual response to changing climatic conditions. Although levels were generally at or below normal following a drier spring, they had initially benefitted from wetter winter months. However, the rate at which groundwater can replenish varies significantly depending on the geology of the area, making it a crucial buffer during drought situations.

Droughts result from a complex interplay of natural and human factors. The Met Office anticipates that drier summers will become more common in the UK as climate change progresses, although no definitive trend has yet emerged. Rising temperatures exacerbate moisture loss from the soil, leading to quicker depletion of water resources. Richard Allan, a professor of climate science at the University of Reading, noted that a warmer atmosphere increases evaporation rates, accelerating the onset of drought conditions and elevating the risk of heatwaves and wildfires.
In light of these challenges, a comprehensive review of England and Wales’s water sector revealed significant concerns about underinvestment in infrastructure. To combat future water shortages, the government and water companies are planning the construction of nine new reservoirs by 2050, including one currently being built at Havant Thicket in Hampshire. However, the Environment Agency has cautioned that immediate measures, such as tackling water leaks and implementing smart meter systems, may be necessary to manage demand effectively.
