Drought conditions have been officially declared across extensive regions of central, eastern, and southern England, as well as throughout Wales, following a series of relentless heatwaves that have severely strained water supplies. Provisional data indicates that both England and Wales experienced their driest July on record, exacerbating the already precarious situation for rivers, crops, and natural habitats. Over 25 million residents are now subject to hosepipe bans as water companies grapple with the dual challenges of diminished rainfall and heightened demand.

Understanding the Drought Situation

Drought, while often misunderstood, is fundamentally characterised by prolonged periods of insufficient rainfall. This phenomenon leads to soil desiccation, which in turn adversely affects agricultural yields and the vitality of vegetation. Should these dry spells persist, critical water sources such as rivers, reservoirs, and groundwater levels can plummet, placing immense pressure on the availability of fresh water.

The decision to declare a drought or a state of water scarcity rests with environmental authorities across the UK, who evaluate existing water resources against meteorological forecasts. While droughts arise primarily from extended dry weather, water scarcity arises when consumption exceeds supply. This summer has prompted several regions to implement restrictions aimed at managing excessive water usage.

Hosepipe Bans Across the Regions

Currently, nine water companies in the UK have instituted hosepipe bans, restricting the use of hoses for watering gardens, washing cars, and filling swimming pools. More than half of England is officially classified as being in drought conditions, according to the Environment Agency (EA), with additional areas experiencing what is termed “prolonged dry weather.” In Wales, this classification is even more widespread, as Natural Resources Wales reports significant deterioration in the condition of natural ecosystems due to the sustained heat.

In contrast, Northern Ireland has not yet declared an official drought, and Scotland, while not formally labelling droughts, is closely monitoring “water scarcity.” Certain eastern regions of Scotland have reached the most severe classification of “significant scarcity,” highlighting the urgency of the situation.

Water Resource Levels: A Grim Outlook

The UK’s primary sources of water—rivers, reservoirs, and groundwater—are currently facing alarming deficits. As reported by the EA, virtually all river flows in England are classified as “below normal.” Hydrologist Steve Turner from the UK Centre for Ecology & Hydrology warns that without substantial rainfall, the impacts on wildlife, agriculture, and overall water resources will intensify as the summer progresses.

Reservoir levels across England are currently below the average for this time of year, although they remain higher than those recorded in 2025. In Wales, reservoir levels are also declining, though Welsh Water reports a relatively robust water resource position. Notably, regions in south-east England depend heavily on groundwater, which is replenished by rainfall but can take years to recover fully from drought conditions.

Groundwater serves as a critical buffer during droughts, responding more slowly to climatic changes than rivers. However, as highlighted by Professor Alan MacDonald from the British Geological Survey, this slow response can mean that when groundwater levels dip, the consequences can linger for an extended period.

The Role of Climate Change

Droughts are multifaceted issues influenced by both natural phenomena and human activities. The Met Office projects that the UK will increasingly experience drier summers as global temperatures rise. Though a clear trend has yet to emerge, the implications of warmer weather are already evident: higher temperatures can lead to increased evaporation, thereby drawing moisture away from soil, rivers, and reservoirs at a faster rate.

Richard Allan, a climate science professor at the University of Reading, emphasises that a warmer atmosphere can exacerbate moisture depletion, leading to accelerated drought conditions, heatwaves, and even wildfires. However, the extent to which these dry spells result in water shortages also hinges on our water usage practices.

A significant review of the water sector in England and Wales has highlighted chronic underinvestment in water infrastructure, prompting the government and water companies to plan the construction of nine new reservoirs by 2050, alongside an ongoing project at Havant Thicket in Hampshire. The EA has issued warnings that addressing water leaks and managing demand—potentially through hosepipe bans and advanced metering—will be crucial in mitigating future shortages.

As water supplies dwindle, the potential for agricultural decline, ecological damage, and increased competition for resources looms large.
