On the South Shore of Montreal, the tragic shooting death of 15-year-old Nooran Rezayi by police has prompted significant scrutiny. Just over five months after the incident, the Bureau des enquêtes indépendantes (BEI), Quebec’s independent police oversight body, has submitted its findings to the province’s prosecution service. The circumstances surrounding Rezayi’s death remain unclear, and the report’s confidentiality has raised questions about the actions of the Longueuil police.

Circumstances of the Incident

Rezayi was fatally shot on September 21, 2023, after Longueuil police responded to a 911 call regarding a group of youths, allegedly armed, in a residential area. Upon arriving at the scene, officers reportedly seized a baseball bat, a backpack, and ski masks. However, the only firearm collected belonged to the officer who discharged their weapon, according to the BEI. The oversight agency has expressed concerns, asserting that the police should not have been the ones to investigate the shooting of a civilian by one of their own.

Documents released by the BEI last year indicated that the police took over an hour and a half to notify the agency of the shooting, during which time they conducted interviews and gathered video evidence. Critics argue that this delay undermines the integrity of the investigation. While Longueuil police officials maintain that their actions were justified given the situation, the BEI has highlighted the need for independent scrutiny.

The investigation outcomes now rest with the Directeur des poursuites criminelles et pénales (DPCP), which will determine if charges are warranted against the officer involved. Crown spokesman Lucas Bastien noted the complexity of the case, stating that while the file is extensive, prosecutors must await additional expert reports before proceeding. The DPCP has pledged to handle the case with prosecutors unassociated with Longueuil police to prevent any conflict of interest.

Adding to the turmoil, Rezayi’s family has filed a civil lawsuit for $2.2 million, alleging that the police’s use of force was excessive and disproportionate. Their legal team has presented video evidence claiming that shots were fired a mere ten seconds after officers arrived, raising further questions about the justification for the shooting. Moreover, the family expressed distress over the five-hour delay in being informed of their son’s death.

Calls for Independent Investigation

In light of these events, Longueuil Mayor Catherine Fournier has reiterated her request for an independent investigation into the police force’s handling of the situation. She expressed her condolences to Rezayi’s family and urged Quebec’s Minister of Public Security, Ian Lafrenière, to expedite the launch of a thorough inquiry. Lafrenière has committed to an administrative investigation and has indicated that if the truth remains obscured, a public inquiry will follow.

Meanwhile, the Montreal police are conducting a separate investigation into the lead-up to the incident, prompted by the BEI just days after the shooting. Recent activities have included searches in the area linked to their ongoing inquiry.

Why it Matters

The events surrounding Nooran Rezayi’s death underscore a critical moment in Quebec’s relationship with law enforcement, raising vital questions about police accountability and community trust. With calls for independent investigations and the potential for significant legal ramifications, the outcome of this case could have profound implications not only for the families affected but also for the broader discourse on policing practices in Canada. As this situation unfolds, the demand for transparency and justice remains at the forefront of public consciousness, highlighting the urgent need for systemic reform within police institutions.
