French authorities have initiated a significant international appeal for information regarding Jacques Leveugle, a 79-year-old ex-teacher implicated in the sexual abuse of 89 minors across five continents over a period spanning from the 1960s to 2022. Authorities in Grenoble disclosed the alarming details of Leveugle’s alleged crimes, emphasising the need for potential victims and witnesses to come forward as the investigation unfolds.
A Disturbing Profile
Leveugle, who has been held in pretrial detention in France since April 2025, is described by Grenoble prosecutor Étienne Manteaux as a “textbook example” of a serial predator. His alleged offences occurred in various countries, including Germany, Switzerland, Morocco, Niger, Algeria, the Philippines, India, Colombia, and the French territory of New Caledonia. Manteaux indicated that Leveugle’s extensive travels and educational roles provided him ample opportunities to exploit vulnerable children.
Despite lacking formal teaching qualifications, Leveugle began working with children as early as the 1960s. His career included roles as a tutor, sports monitor, and educator in a children’s home in Bogotá, Colombia. Manteaux characterised him as “cultured and charismatic,” suggesting he groomed his victims to facilitate his predatory behaviour.
Digital Evidence and Ongoing Investigation
The investigation into Leveugle’s actions was significantly bolstered by the discovery of a digital “memoir” containing 15 volumes of writings about his activities with children. This document was unearthed by a nephew and subsequently handed over to law enforcement, enabling investigators to trace the alleged abuse back to 1967. The victims, primarily boys aged 13 to 17 at the time of the incidents, have been identified based on the accounts recorded in Leveugle’s writings.
Manteaux has urged anyone who may have been victimised or has pertinent information regarding Leveugle’s activities to come forward promptly. “If victims want to come forward, they should do that now because we need to close this investigation in 2026 in order to hold a trial in a reasonable time frame,” he stated.
A Troubling Parallel
Leveugle’s case draws unsettling comparisons to that of former French surgeon Joël Le Scouarnec, who was sentenced to 20 years for the sexual abuse of numerous patients. Both individuals maintained detailed records of their transgressions, raising concerns about systemic failures within institutions that allowed such predatory behaviour to persist unchecked.
In a harrowing twist, prosecutor Manteaux also revealed that Leveugle confessed to murdering his terminally ill mother and his elderly aunt. He claimed that he suffocated both women with pillows, rationalising his actions as an act of mercy. Such confessions add yet another layer of complexity to an already deeply troubling case.
Global Appeal for Justice
The French gendarmerie has launched an online campaign featuring photographs of Leveugle from various stages of his life, aimed at reaching out to potential victims worldwide. Authorities hope that by disseminating this information, they might uncover additional cases of abuse or witnesses who can provide critical information.
