In a distressing revelation, two officers from Leicestershire Police, alongside three staff members, are currently under investigation for gross misconduct linked to their handling of safeguarding concerns at Stathern Lodge summer camp. This follows the sentencing of camp leader Jon Ruben, who received a prison term exceeding 23 years for drugging and sexually abusing children at the camp.

Timeline of Events

The Independent Office for Police Conduct (IOPC) has confirmed that Nottinghamshire Police first received alarming reports concerning the welfare of children at Stathern Lodge on 27 July 2025, shortly before 19:00 BST. These concerns were subsequently transferred to Leicestershire Police. However, it wasn’t until the following day, approximately 21 hours later, that officers from Leicestershire responded and arrested Ruben.

The IOPC is now scrutinising the actions of several officers and staff members from both police forces. They are accused of not adequately reviewing the information relayed from Nottinghamshire Police and failing to act swiftly on the safeguarding concerns, potentially delaying the police response to Stathern Lodge.

In addition to the two Leicestershire officers, two staff members from Nottinghamshire Police are also being investigated. They face scrutiny regarding the initial handling of the call they received, including the grading of the call and the subsequent risk assessment. The IOPC is particularly focused on whether these actions contributed to delays in the police response, which might have allowed further harm to come to the children involved.

The Case Against Jon Ruben

Jon Ruben, a former veterinarian and teacher, exploited his position as a summer camp leader to perpetrate heinous acts against vulnerable children under the guise of faith. The Leicester Crown Court heard shocking details of his actions, including drugging his wife, Susan, to prevent her from intervening during the abuse. Labelled a “sadistic, monstrous paedophile” by his wife, who has initiated divorce proceedings, Ruben’s actions have left an indelible mark on the victims and their families.
