In a significant development, the Israeli military has acknowledged that its soldiers opened fire on a vehicle occupied by five-year-old Palestinian girl Hind Rajab, resulting in her death and that of six family members in Gaza in 2024. This tragic incident has sparked outrage and prompted a promised criminal investigation into the actions of the Israel Defense Forces (IDF), as well as the deaths of other civilians in separate incidents.

A Disturbing Account

Hind Rajab’s story has become emblematic of the ongoing humanitarian crisis in Gaza. Initially, she survived the attack and was able to make a desperate phone call pleading for help, a communication that lasted for hours. During this time, an ambulance, which had been coordinated with the Israeli military to reach her location, was shelled, leading to the deaths of two paramedics. Hind’s body was eventually recovered days later, along with the remains of her relatives.

The IDF has stated that the investigation will cover both the incident that killed Hind and her family, as well as the deaths of 15 Palestinians, including medics and a UN worker, during a separate event in March 2025. The military has indicated that failures in the coordination of the ambulance’s movement will be scrutinised.

The Aftermath of the Attack

The initial narrative from the IDF claimed that no troops were in the vicinity during the attack that claimed Hind’s life. However, this assertion was soon called into question. Subsequent statements indicated that IDF forces were indeed conducting operations in Gaza City, including in the Tel al-Hawa neighbourhood where the shooting occurred.

Hind’s chilling last moments were recorded during her call with the Palestinian Red Crescent Society (PRCS). The sound of her fragile voice, expressing fear and uncertainty, resonated globally, amplifying calls for accountability. “Hide under the seats,” operators advised her, desperately trying to keep her calm while they sought permission from the Israeli army to dispatch an ambulance. Tragically, after a lengthy wait, communication was lost as the ambulance approached, marking the end of both Hind’s life and that of the paramedics sent to help.

International Response and Investigations

The international community reacted with widespread condemnation of the incident. The UN has included Hind’s case in its inquiries into potential war crimes, a claim that Israel vigorously denies. Following the IDF’s announcement of the investigation, the Hind Rajab Foundation, based in Brussels, expressed scepticism regarding the legitimacy of the inquiry. They stated that Israel’s internal mechanisms for accountability were inherently flawed and unlikely to yield genuine justice.

The IDF’s latest statement highlighted that it has been engaged in extensive military operations for over a thousand days and that it examines incidents that occur during combat in accordance with both international and Israeli domestic law. In addition to Hind’s case, the IDF has pledged to investigate other incidents involving civilian casualties, including the deaths of first responders during emergency missions in Gaza.

A Broader Context of Violence

The IDF’s acknowledgment of wrongdoing comes amid increasing scrutiny of its military conduct since the onset of the Gaza war, which began following Hamas-led attacks on Israel on 7 October 2023. The conflict has resulted in the deaths of over 73,000 individuals in Gaza, with the UN verifying that approximately 1,200 of these fatalities occurred after a ceasefire was declared last October.

Human rights organisations in Israel have noted that investigations into military actions rarely lead to substantial legal consequences for soldiers. Ziv Stahl, director of the rights group Yesh Din, emphasised that the number of indictments related to complaints against soldiers is minimal, and when convictions do occur, they often result in disproportionately lenient sentences.

Why it Matters

The recognition of culpability in the death of a child marks a pivotal moment in the ongoing discourse surrounding military accountability and human rights within the Israeli-Palestinian conflict. As investigations proceed, the international community will be watching closely, eager to see if they lead to meaningful consequences. The tragic loss of lives, particularly those of innocents like Hind Rajab, underscores the urgent need for comprehensive and transparent accountability mechanisms to prevent future atrocities and address the profound humanitarian crisis in the region.
