Despite acute labour shortages and an ageing population, Japanese businesses are showing a surprisingly tepid embrace of artificial intelligence (AI). Recent data reveals that Japan’s utilisation of AI lags significantly behind that of its Western counterparts, as cultural conservatism and a fear of risk continue to constrain innovation in the workplace.
Stagnation in AI Adoption Rates
A report from the Organisation for Economic Co-operation and Development (OECD) highlights that a mere 8.4% of Japanese workers incorporate AI into their daily tasks. This starkly contrasts with the United States, where the figure stands at 50%, and the United Kingdom at 32%. In Asia, Singapore leads the way with an impressive 56% of workers employing AI regularly. Japan’s sluggishness in adopting such transformative technologies raises eyebrows, especially given its pressing economic challenges.
Austin Xu, co-founder of US-based Kuse AI, describes the Japanese corporate landscape as one marked by a conservative mindset and a pronounced aversion to risk. His company recently established a presence in Japan, aiming to sell AI solutions to local firms. “In many organisations, a culture of consensus can impede progress,” Xu explains. “There’s a reluctance to allow AI to handle client-facing roles due to a near-zero tolerance for mistakes. Some companies would prefer to leave positions unfilled than trust a machine to take on the responsibility.”
Contrastingly, in the US, businesses are more receptive to integrating AI into workflows. Xu notes that American companies often view AI as a collaborative tool, allowing it to experiment and learn over time. “The attitude is generally: let it try and then make adjustments,” he adds. This willingness to engage with AI could be a key factor driving productivity in the US, a stark difference from Japan’s cautious approach.
Cultural Barriers and Risk Aversion
Professor Parrisa Haghirian from the Kyoto University of Advanced Science shares similar sentiments, identifying a deep-rooted risk aversion within Japanese corporations. “The challenges of adopting AI mirror those of any organisational change in Japan. This cautiousness is why AI use remains limited, particularly in operational roles,” she asserts. Haghirian points out that companies are particularly sensitive to errors and reputational damage, which stifles their willingness to leverage AI for core decision-making processes.
In sectors like healthcare, the hesitance to embrace AI is particularly pronounced. Many hospitals have yet to digitise patient records fully, with one anonymous employee remarking, “The reliance on paper documents is overwhelming. It feels like we’re stuck in the Stone Age.” Such sentiments underline the broader hesitation across industries to move beyond traditional methods.
Government Initiatives and the Future of AI in Japan
Recognising the urgency to elevate AI adoption, the Japanese government has introduced the AI Promotion Act, aimed at fostering a more supportive regulatory environment for businesses. This initiative seeks to position Japan as “the world’s most AI-friendly nation,” with the hope that increased AI integration will bolster productivity levels, which are currently the lowest among G7 countries.
However, despite the government’s optimism, sceptics argue that the actual implementation of AI remains limited. While 75% of businesses now claim to use AI, the reality is that only a small fraction of employees are engaging with these technologies meaningfully. Professor Yasushi Ogasawara from Meiji University highlights a critical issue: a lack of tech-savvy professionals within the workforce. “Although the Japanese enjoy technology, their digital literacy is relatively low,” he notes. A recent report indicated that Japan could face a shortfall of nearly 800,000 IT professionals by 2030.
Moreover, many companies grapple with outdated computer systems, with around 60% of them being over 20 years old. This technological inertia, coupled with a societal pressure to maintain full employment, further complicates the landscape for AI adoption. Ogasawara explains that while the government promotes AI and digital skills, the priority remains on preserving jobs rather than embracing automation that could potentially lead to job losses.
A Shift in the Employment Landscape
Despite these challenges, a shift in recruitment practices is emerging. Some companies are beginning to prioritise “AI literacy” when hiring new graduates. For instance, major trading firm Kanematsu has recently welcomed savvy graduates like Uta Yamaguchi, who reports, “I frequently use AI for tasks such as drafting emails for my boss, summarising documents, and recording meetings.” However, she acknowledges that AI systems capable of autonomously managing complex tasks are still largely absent in Japan, even within forward-thinking firms.
Ogasawara warns that while there is potential for change, it remains limited. “Japanese society often expects painless reform, making drastic changes a challenge,” he observes. The reluctance to disrupt the status quo might hinder Japan’s capacity to achieve the productivity gains it desperately needs.
