Conducted by researchers from Queen Mary University of London and Oxford University, the investigation involved over 3,000 children aged six to nine. It demonstrated that the lung capacity of young Londoners improved markedly after the implementation of these environmental measures aimed at reducing air pollution.
Significant Improvements Noted
The research team focused on comparing the lung function of children in central London with those in Luton, a nearby town without any designated clean air zones. Remarkably, the study revealed that the proportion of children experiencing impaired lung function decreased significantly over four years. In London, this figure dropped from 14% to 9%, while in Luton, it fell from 9% to 7%.
The findings are pivotal, suggesting that the introduction of clean air zones has a direct correlation with enhanced lung growth in children. “To our knowledge, we provide the first evidence that air quality improvements following the introduction of a clean air zone are associated with improved lung growth trajectories in children,” the authors stated.
A Shift in Perspective on Clean Air Initiatives
London’s Mayor, Sadiq Khan, has been a staunch advocate for these low emission zones since their inception over seven years ago. Initially met with significant resistance, Khan faced criticism for allegedly waging “war on drivers” in pursuit of a policy that some claimed lacked efficacy. However, the recent findings could serve to validate this initiative, showcasing its effectiveness in combating the detrimental effects of traffic-related air pollution.
The study highlights that exposure to nitrogen dioxide, a pollutant primarily emitted by vehicles, has been linked to stunted lung growth in children. The evidence supporting the health benefits of low emission zones bolsters the case for their wider implementation, not just in London but on an international scale.

The implications of this research extend beyond the immediate context of London. The authors emphasised the need for decision-makers worldwide to consider the introduction of similar clean air initiatives, especially given that children globally continue to be exposed to hazardous air quality. “Decision makers globally should consider accelerating the introduction of clean air zones to improve children’s lung health,” they urged.
Currently, Canada does not boast similar initiatives to tackle urban air pollution. While the federal government sets vehicle emission standards, cities like Toronto have contemplated implementing congestion charges and low emissions zones to mitigate traffic pollution. However, tangible policies remain scarce.
