Philippines President Ferdinand Marcos Jr. is poised to meet with Prime Minister Mark Carney in Vancouver on Thursday, marking a significant diplomatic moment as it is the first visit by a Philippine leader to Canada in over a decade. This four-day trip aims to bolster trade and investment opportunities between the two nations, with a focus on energy, tourism, and defence collaboration.

A Delegation of Significance

President Marcos will be accompanied by a robust delegation, including five cabinet ministers and a business contingent comprising between 15 to 20 representatives. Jose Victor Chan-Gonzaga, the Philippine ambassador to Canada, has indicated that the visit will likely culminate in the signing of several memorandums of understanding (MOUs) and joint agreements, particularly in the realms of energy and tourism.

Chan-Gonzaga highlighted the urgency of the discussions surrounding liquefied natural gas (LNG) and oil, which have gained prominence following disruptions in global supply chains due to geopolitical tensions, particularly in the Middle East. “After the flare-up in the Middle East, we have been very active in searching for alternative sources for both LNG and oil,” he remarked, underscoring the Philippines’ quest for energy diversification.

Strengthening Defence Ties

The relationship between Canada and the Philippines has strengthened in recent years, especially concerning security and defence. A pivotal agreement was reached last November, allowing troops from both nations to train and operate in each other’s territories. This collaboration continued with the Canadian Armed Forces’ participation in the Philippines’ Balikatan military exercises in May, which showcased assets like the HMCS Charlottetown frigate.

Additionally, Canada has been assisting the Philippines in monitoring illegal fishing activities through satellite data sharing. This cooperation extends into the ongoing territorial disputes with China, where Canada’s Dark Vessel Detection technology has proven instrumental. The Philippines Coast Guard has publicly acknowledged Canada’s support in tracking movements of Chinese vessels accused of intimidation.

A Focus on Trade Agreements

As both countries look towards a future of enhanced economic cooperation, a trade agreement is anticipated to be finalised within the year. Marcos’s visit is particularly notable as it stands alone, unlike many leaders who pair their visits with stops in other nations. This singular focus illustrates the Philippines’ commitment to diversifying its trading relationships, reducing reliance on traditional supply chains that have recently faced disruptions.

Chan-Gonzaga noted that the Philippines is keen on exploring new partnerships, stating, “We had old reliable traditional supply chains, but, suddenly overnight they became problematic.” This sentiment resonates with Carney’s vision of fostering partnerships among middle powers, aimed at creating resilient coalitions against external economic pressures.

Immigration and Professional Recognition

Another critical topic on the agenda will be immigration. The Philippines is one of the largest sources of new permanent residents in Canada, and discussions are expected to include credential recognition for Filipino professionals in sectors such as engineering, accountancy, and architecture. Chan-Gonzaga emphasised the importance of facilitating this recognition to better integrate skilled workers into the Canadian economy.

Moreover, there is growing interest in the nuclear sector, with discussions likely to touch upon uranium exploration, reflecting the Philippines’ proactive approach to energy sourcing.
