Investigation Details

The report stems from a complaint filed by Councillor Orr regarding a press event held by Mayor Sim on April 8, 2025. During this conference, Sim levelled serious accusations against Orr, implying that he harboured antisemitic sentiments. Pytel’s findings indicate that Sim’s statements were not merely an attempt to address community concerns about hate speech, but rather a personal attack aimed at Orr.

The tension between the two politicians escalated further when Orr launched a lawsuit against Sim, following the mayor’s unfounded allegations to Chinese-language media that Orr had distributed drugs on Christmas Day. “Conducting the news conference did not fall within Mayor Sim’s official responsibilities,” the report asserts. “Utilising the authority of his office to launch personal attacks against Councillor Orr is a clear misuse of that influence.” The investigator noted that Sim’s comments during the April conference suggested a direct incitement against Orr, accusing him of antisemitism and of potentially fostering violence or hatred.

Mayor Sim’s Response

In his response to the report, Sim expressed his disagreement with the conclusions, asserting that his comments were made in the context of a rising tide of antisemitism across Canada. He stated, “All elected officials have a responsibility to speak out when a segment of our city feels targeted and unsafe. I reject the claim that it was not my duty as mayor to stand shoulder-to-shoulder with the Jewish residents of Vancouver.”

Sim defended his actions by claiming that his concerns were reflective of sentiments from the Jewish community rather than personal interpretations. However, this assertion was contradicted by his comments during the news conference, where he described Orr’s past social media activity as having “hit him to his core.”

Sam Smart, co-chair of the Coalition of Progressive Electors (COPE), the party represented by Orr, condemned Sim’s behaviour as part of a “pattern of harmful and personally targeted conduct” against the councillor, calling for it to cease immediately.
