He remarked, “We’ve had a system built for too long around the university route… They need an education system that works for them as well, that offers a path to all young people.”
The reforms will not exclude core subjects; students will still be required to study maths, English, and science. However, they will now have the opportunity to integrate these academic subjects with vocational training, gaining practical experience and building connections with local employers. Burnham emphasised that this strategy is designed not only to enhance students’ employability but also to reduce government welfare spending on young people.
Industry Response and Concerns

Jon White, CFO of building materials firm Huws Gray, pointed out that there is a pressing need for more incentives to hire young workers. He suggested that reforms to the apprenticeship levy could be beneficial, allowing businesses to use these funds to cover wages for apprentices.
The Association of School and College Leaders acknowledged the ambition behind Burnham’s announcement but warned of possible capacity issues as schools grapple with tight budgets and ongoing reforms in special education needs. Meanwhile, the National Education Union expressed concerns that the success of these proposals hinges on sufficient investment in schools.
Future Implementation and Broader Context
