Once liquefied, the CO2 is brought in by ship to a reception terminal, where it is temporarily stored before being sent through a pipeline stretching 100 kilometres to its final destination—2,600 metres beneath the seabed. This ambitious scheme has been in the making for two decades, demonstrating Norway’s commitment to addressing climate change while navigating the economic intricacies of carbon capture.
The first delivery of CO2 arrived in June 2025, marking a significant milestone. Currently, the facility handles emissions from partners, including the Heidelberg Materials cement factory and a wastewater treatment system near Oslo, with plans to expand to additional sources in Sweden, Denmark, and the Netherlands.
Industry Collaboration and Government Support

Despite promises made by Canadian oil companies and the government, tangible progress has been slow. Although recent governmental agreements signal potential advancements, the Pathways project has not yet seen any construction, raising concerns about its feasibility and effectiveness.
Critics argue that, unlike Norway, Canada has not yet developed a robust carbon pricing system that would incentivise emissions reductions. While Alberta’s TIER system initially showed promise, recent oversupply of credits has diminished its effectiveness, making it harder for companies to justify investments in carbon capture technologies.
The Economic Viability of Carbon Capture
The economic rationale for carbon capture is under scrutiny as global priorities shift towards energy security, particularly in light of geopolitical tensions. Although the technology itself is sound, the financial incentives necessary for widespread adoption remain insufficient.
