A Proactive Approach to Data Centre Development
At a special council meeting held on Tuesday, Oakville’s councillors unanimously approved the moratorium, a decision that Mayor Rob Burton described as a precautionary measure rather than a reaction to a specific application. “We’re operating here not out of fear, and not in reaction to any one application,” Burton stated. “That’s our job: to be alert, and to take the measures necessary.”
The moratorium comes at a pivotal time, as neighbouring Mississauga prepares to vote next month on a similar freeze, with various municipalities across Ontario evaluating regulations to manage the implications of new data centres. While Oakville officials noted that there were no formal applications pending, developer Hive Digital Technologies recently announced plans for a substantial 320-megawatt AI facility in the Greater Toronto Area, aimed for completion in the latter half of 2027. Interestingly, land records indicate that a Hive subsidiary acquired property in Oakville just days prior to this announcement.
Local Support for the Initiative
Councillor Tom Adams, representing the area of the newly acquired property, expressed strong support for the moratorium, calling it “not only appropriate but responsible.” He emphasised the importance of understanding how data centres would impact various local infrastructures, including electricity, water, wastewater, telecommunications, and the health of residents. “Oakville deserves a clear, evidence-based understanding of how data centres interact with our electricity, our water, our wastewater and our telecommunications infrastructure, our environmental goals, our employment lands, the character of our neighbourhood, and, most importantly, the health of our residents,” Adams asserted during the council meeting.
A spokesperson for Hive Digital Technologies responded to the moratorium, respecting Oakville’s right to establish a planning framework for data centre development but refraining from commenting directly on the moratorium itself. Nathan Fast, the spokesperson, stated, “We remain committed to Oakville and to earning the community’s trust through openness and transparency.”
The Growing Demand for Data Centres
The surge in demand for data centres has been driven in part by fierce competition among major tech companies, including OpenAI, Anthropic, Microsoft, and Google. These energy-intensive facilities house powerful computer chips that are essential for training and operating increasingly sophisticated AI models. Although Canada currently hosts only a limited number of large hyperscale data centres, there are numerous projects in the pipeline. Notably, in July, Meta announced plans for a one-gigawatt data centre in Alberta, which will be powered by a new gas plant.
While Hamilton previously attempted to introduce a moratorium on data centres, the proposal was ultimately rejected. Meanwhile, the Waterloo Region has directed its staff to investigate the impact of data centres and possibly advocate for a provincial framework to assess and manage proposed developments. Toronto’s city council similarly approved a motion last month to explore the implications of such facilities.
