A tip-off from the Canadian Centre for Child Protection regarding the alleged sharing of child sexual abuse material on the messaging platform Telegram has prompted Ofcom, the UK’s online safety regulator, to initiate a formal investigation. This development underscores the increasing scrutiny on digital platforms amid growing concerns over the protection of vulnerable users online.

Investigation Triggered by Canadian Alert

The Manitoba-based Canadian Centre for Child Protection alerted Ofcom to the disturbing claims surrounding Telegram. The centre indicated that the platform was being misused for the distribution of child-abuse images, a serious offence in both Canada and the UK. Under the provisions of the Online Safety Act, platforms that facilitate user-to-user communication must proactively assess and mitigate the risks associated with illegal activities, including the sharing of such heinous content.

In a statement released on Tuesday, Ofcom confirmed the receipt of evidence from the Canadian centre, which prompted the regulatory body to evaluate Telegram’s compliance with its legal obligations regarding illegal content. “In light of this, we have decided to open an investigation to examine whether Telegram has failed, or is failing, to comply with its duties in relation to illegal content,” Ofcom stated.

Ofcom holds the authority to impose significant penalties, with fines reaching as high as £18 million, or 10% of a company’s global revenue, for firms found to be in breach of the law. Meanwhile, in Canada, Identity Minister Marc Miller is currently exploring the possibility of enacting a dedicated online safety act. His department is reviewing the UK’s regulatory framework to inform its approach. A previous attempt to introduce an online harms bill was halted before the last election, but the federal government is expected to propose new measures aimed at swiftly removing child sexual abuse material and regulating the use of social media by minors, potentially including restrictions on the use of AI chatbots.
