The alert from the Manitoba-based Canadian Centre for Child Protection indicates that Telegram may be facilitating the distribution of child sexual abuse material (CSAM). In Britain, as in Canada, the sharing and possession of such material is strictly illegal. Ofcom’s response underscores the platform’s legal responsibilities to ensure user safety and prevent the exploitation of vulnerable individuals.
In a statement released on Tuesday, Ofcom confirmed it had conducted its own assessment of Telegram in light of the evidence provided by the Canadian Centre. The regulator stated, “In light of this, we have decided to open an investigation to examine whether Telegram has failed, or is failing, to comply with its duties in relation to illegal content.”

The Canadian Centre for Child Protection has established a formidable reputation for its efforts to combat online child abuse. Its Project Arachnid employs international web crawlers to identify and remove CSAM from the internet, while analysts scrutinise forums and chat groups notorious for facilitating child exploitation. Lloyd Richardson, the centre’s director of technology, voiced concerns that despite numerous warnings to Telegram, child exploitation appears to be resurfacing on the platform.
“Although not directly related to the information provided to Ofcom, in the last year we have sent thousands of notifications to Telegram related to content and accounts on their service,” he reported.
Furthermore, Ofcom indicated that it is investigating two additional chat services exhibiting similar vulnerabilities, where predators reportedly groom children in both open chatrooms and private messaging environments.

Ofcom is empowered to impose substantial fines on companies failing to adhere to the law, with penalties potentially reaching £18 million or 10 per cent of a company’s global revenue. The Canadian federal government is anticipated to include similar provisions in its upcoming online harms bill, which may be unveiled as early as June. Additionally, consultations are underway regarding the regulation of AI chatbot usage among children, and the potential prohibition of social media access for those under 16 years of age.
