Czajkowski explained, “There was an interest in ensuring that crowds did not exceed the safe capacity of the LeBreton Flats Park and surrounding area.”

In light of these challenges, the city’s event advisory team, which includes representatives from the Ottawa police and emergency services, decided to go ahead with the display, prioritising public safety over advance notice. “The public-safety risks associated with encouraging additional attendance in the surrounding area outweighed the benefits of broader notification,” Ryan Perrault, general manager of emergency and protective services, stated.

Airspace and Safety Measures

Coordinating efforts included NAV CANADA, the organisation responsible for managing Canadian airspace. A notice was issued three days prior to the fireworks, restricting airspace up to 2,000 feet during the display—an action aimed at ensuring that no civilian aircraft, including drones, entered the area, with exceptions only for police and medical flights. Gabriel Bourget, the media relations manager for NAV CANADA, emphasised that the responsibility for public notification of fireworks lies with event organisers and local authorities.

Troster raised concerns that the unexpected display could have posed distress for residents, particularly those who have experienced trauma from conflict. She articulated, “I wasn’t pleased about it – not because I don’t like fireworks but because no one was informed about it, including me.”
