As the countdown to Quebec’s provincial elections intensifies, Liberal Leader Charles Milliard has re-emerged with a significant policy announcement. On Wednesday, he presented his party’s economic vision, aimed at reinforcing Quebec’s position within Canada while fostering new trade relationships and adapting to the evolving North American economy. “We’re proposing something clear and pragmatic, which is to work for a stronger Quebec and a stronger Canada,” Milliard stated outside the U.S. Consulate in Quebec City.

Political analyst Karim Boulos noted that Milliard initially sparked enthusiasm upon winning the Liberal leadership in February. “When he was announced, the numbers spiked. The Liberals looked great, sitting in second place and outshining the CAQ,” Boulos remarked. However, he pointed out that this momentum has waned in recent months as Premier Christine Fréchette has taken steps to distance her administration from the previous François Legault government.
Despite the waning excitement for the Liberal party, the Parti Québécois (PQ) has also shown signs of losing traction. This shift has created an opening for Milliard, but it is Fréchette who has effectively capitalised on this opportunity.
Voter Recognition and Engagement
A recent survey indicated that many Montreal residents remain unaware of Milliard’s leadership. When approached by Global News, some individuals admitted they could not recognise him, while others expressed limited knowledge of his policy priorities but showed an eagerness to learn more as the election date draws closer.
Liberal Member of the National Assembly (MNA) Désirée McGraw assured constituents that they would see more of their party leader in the weeks leading up to the election. “I think you can expect to see a lot more of him and more announcements in terms of unveiling our platform at the appropriate time,” McGraw said.
The Path Forward for the Liberals
Boulos highlighted that Milliard’s economic message is a timely example of leveraging opportunity and could resonate with voters eager for enhanced collaboration between Quebec and the rest of Canada. Nevertheless, he stressed that Milliard needs to outline a robust platform addressing critical issues such as healthcare, education, infrastructure, investment, and technology if he hopes to carve out a distinct identity ahead of the October 5 election.
For now, Milliard emphasises that Quebec has been underrepresented on the national stage and advocates for increased cooperation with other provinces as a means to amplify Quebec’s economic impact.
