In a significant move, advocacy groups have called for a formal investigation into the popular gaming platform Roblox, citing serious concerns regarding child safety and spending practices. The Federal Trade Commission (FTC) has been urged to scrutinise the platform’s operations amid allegations of “unfair and deceptive” tactics that potentially exploit young users.

Safety Concerns and Allegations of Exploitation

Campaigners from child safety organisations Fairplay and the National Centre on Sexual Exploitation submitted a complaint to the FTC, highlighting the risks children face while engaging with Roblox. Children as young as five may be vulnerable to unsolicited contact from strangers and undue pressure to make in-game purchases. The complaint raises alarm over the platform’s chat features and its intricate in-game economy, which the groups argue are not adequately explained to young users.

Roblox has firmly rejected these claims, asserting that the platform is designed for enjoyment and connectivity rather than mere engagement. A spokesperson emphasised that the platform has established clear policies to mitigate risks, including bans on actual and simulated gambling and regulations governing paid random items. Moreover, they noted that only a small fraction—1.4%—of its 132 million daily active users make purchases on the platform.

Complex In-Game Economy Raising Red Flags

The complaint underscores worries about Roblox’s virtual currency, Robux, which players can purchase and spend on various game-related enhancements. Critics argue that the system is overly complicated, making it challenging for children to grasp the real-world implications of their virtual spending. One particularly alarming case cited in the complaint involved a parent reporting that their ten-year-old daughter managed to spend over $7,000 (£5,200) within a two-month period, despite attempts to restrict her purchases.

Furthermore, the advocacy groups contend that Roblox employs “engagement-maximising” design features that are specifically tailored to keep children on the platform for longer. These elements include daily reward incentives and social comparison mechanisms that showcase other players’ virtual possessions. The complaint also points to game mechanics reminiscent of gambling, such as loot boxes and chance-based rewards, which may be beyond the understanding of younger users.

Communication Features Under Scrutiny

Another pressing issue raised in the complaint pertains to Roblox’s chat functionalities. The existing text and voice chat systems are alleged to expose children to inappropriate content and unwanted adult contact, despite the implementation of safety measures. Researchers using accounts registered for users under 13 reported encountering offensive language and sexual references shortly after entering certain games. There are also documented incidents of grooming and exploitation taking place on the platform.

The Road Ahead for Roblox and Regulatory Scrutiny

Roblox’s revenue figures paint a picture of its financial success, with the platform generating $4.9 billion (£3.7 billion) in 2025, marking a 36% increase from the previous year. However, with the FTC yet to announce whether it will initiate a formal investigation, the situation remains in a state of flux. As regulatory bodies increasingly scrutinise how gaming and social media platforms safeguard younger audiences, Roblox may find itself under the spotlight.

Experts like Drew Benvie, CEO of the social media consultancy Battenhall, argue that while age-based protection features are a step in the right direction, they may not be sufficient to ensure safety. He highlights the need for greater awareness among parents regarding the impacts of social features in games and calls for comprehensive legislative changes to combat addictive or problematic elements rather than merely relying on age restrictions.

Why it Matters

The call for an FTC investigation into Roblox underscores a growing concern regarding the safety of children in digital spaces. As platforms continue to evolve and expand, the need for robust regulatory frameworks that safeguard younger users becomes increasingly critical. The implications of this situation extend beyond Roblox, potentially influencing how technology companies design their platforms and engage with their most vulnerable users. The outcomes of this scrutiny may set important precedents for child safety regulations in the gaming industry, ultimately shaping the future of interactive entertainment for children.
