In a bold move to strengthen ties with the European Union, Sir Keir Starmer has expressed strong support for the UK’s potential participation in a €90 billion (£78 billion) loan scheme designed to bolster Ukraine’s defences against Russian aggression. This initiative, discussed during the European Political Community summit in Armenia, is hailed as a critical step towards enhancing UK-EU relations and creating jobs domestically.

Strengthening Defences and Economic Ties

During a meeting with European Commission President Ursula von der Leyen, Starmer highlighted the dual benefits of the loan scheme: improved support for Ukraine and increased opportunities for British companies. “In relation to the EU loan that we are discussing participating in, that is very good for Ukraine, because it will give Ukraine capability that it desperately needs in year five of this conflict,” he stated upon arrival at the summit.

The funding, approved by EU leaders after Hungary lifted its veto, is expected to allocate two-thirds of the total towards military needs, with the remainder directed at broader financial assistance. Ukrainian Deputy Prime Minister Taras Kachka has called this funding “a matter of life and death,” underscoring its urgency.

A Call for Unity Among Allies

Addressing the assembled leaders, Starmer noted the current tensions within existing alliances. “Some of the alliances that we have come to rely on are not in the place we would want them to be,” he remarked. He stressed the necessity of a united European front on defence, trade, and energy issues, advocating for a “much stronger Europe” to confront shared challenges.

In addition to discussions about the loan, Starmer and von der Leyen announced plans to initiate talks regarding UK participation in an EU innovation fund, further deepening collaborative efforts.

Meeting with Zelensky and Future Sanctions on Russia

Prior to the summit, Starmer met with Ukrainian President Volodymyr Zelensky, who conveyed his gratitude for the UK’s support and asked Starmer to extend his thanks to King Charles III for recent remarks in favour of Ukraine during the monarch’s state visit to the United States. Starmer assured Zelensky of the UK’s commitment to providing the necessary support to pressure Russia and work towards a just peace.

As part of ongoing efforts to disrupt Russian military supply chains, the UK is anticipated to announce further sanctions against Russian companies this week. Starmer is also expected to engage with European partners on security matters in the Middle East, particularly regarding the vital Strait of Hormuz, amid rising tensions in the region.

While Starmer aims to reset the UK’s relationship with Europe, he has made it clear that this does not equate to a reversal of Brexit. The Conservative Party and Reform UK have expressed opposition to any government plans allowing the adoption of new EU laws without parliamentary oversight. Nevertheless, Starmer’s vision includes closer security and economic ties with Europe, reflecting a pragmatic approach to international relations post-Brexit.

Why it Matters

Starmer’s push for UK involvement in the EU loan scheme signals a significant shift in British foreign policy, focusing on collaboration and solidarity in the face of global threats. As the war in Ukraine continues to reshape geopolitical dynamics, the UK’s active participation in European defence initiatives could not only bolster Ukraine’s resilience but also redefine its own role within the continent, potentially fostering a new era of cooperation in a post-Brexit landscape.
