On Wednesday, the city launched the “See You on Stephen Avenue” initiative, which seeks to entice both locals and visitors to explore, dine, and shop in this vital urban space. Located in the bustling downtown core, Stephen Avenue has served as a centre of community and commerce for nearly 150 years. Mayor Jeromy Farkas emphasised the street’s importance during the campaign launch, stating, “This project represents the next hundred years, and as our city grows to welcome two million, three million people and more, we are laying the foundations of that story.”
However, despite its prime location, the avenue has faced challenges in attracting foot traffic. Issues such as public safety concerns and social disorder have deterred many from visiting certain sections. Calgarian Andrea Beauchamp remarked, “I think if they cleaned it up… a lot of people avoid the area because of some things.” Her observation highlights the sentiment that while the physical upgrades are crucial, the perception of safety is equally important.
Addressing Public Safety Concerns
Calgary Police Chief Katie McLellan has acknowledged the ongoing safety concerns and has implemented measures to tackle these issues head-on. “For a downtown to thrive, people need to feel safe,” McLellan asserted, noting that a new initiative, Operation Restore, was launched on June 25th, specifically targeting crime hotspots around Stephen Avenue and the East Village. This operation has already seen officers respond to over 2,500 calls for service and engage with the community on numerous occasions.
Operation Restore is not solely about enforcement; it also aims to connect vulnerable individuals with necessary social support. McLellan highlighted that officers have initiated nearly 700 arrest warrants and laid 75 charges, all while providing outreach to the city’s more vulnerable populations on 829 occasions.

The launch of the “See You on Stephen Avenue” campaign coincided with the reopening of the Stephen Avenue Safety Hub. This facility serves as a base for police and various support agencies, such as Alpha House, allowing them to provide outreach and assistance to those in need, alongside their enforcement duties. McLellan shared positive feedback from the community regarding the increased police presence in the area, suggesting that the new strategy is beginning to foster a sense of security.
