In a surprising twist, Ottawa residents were treated to an unannounced fireworks display late Thursday evening, as municipal and federal authorities sought to safely utilise fireworks left over from a previously cancelled Canada Day celebration. The display, which began shortly after 11 p.m., startled many and prompted numerous complaints from those caught off guard by the unexpected spectacle.

A Night of Explosions

What began as a calm evening quickly transformed into a cacophony of colour and sound, with fireworks lighting up the sky over downtown Ottawa. City councillor Ariel Troster, representing Somerset Ward, described the experience as “insane” and expressed her frustration in an interview the following day. “I’m getting bombarded by emails,” she said. “What I am telling people is, ‘It woke me up too. Nobody told me either. It’s unacceptable.’”

By Friday morning, the city’s bylaw department had already received 38 complaints regarding the late-night event, signalling widespread discontent among residents. Ryan Perrault, general manager of emergency and protective services, confirmed the influx of concerns in a statement on Friday.

The Decision Behind the Display

The fireworks display was the result of adverse weather conditions that forced the cancellation of the planned show on Canada Day at LeBreton Flats, an area adjacent to Parliament Hill. Canadian Heritage spokesperson Caroline Czajkowski explained that, due to safety protocols, it was deemed too risky to disarm the fireworks that had already been prepared.

Furthermore, there were apprehensions about announcing the display publicly, given that the Ottawa Bluesfest was concurrently taking place in the vicinity. “There was an interest in ensuring that crowds did not exceed the safe capacity of the LeBreton Flats Park and surrounding area,” Czajkowski noted. Thus, officials opted for a surprise display to avoid potentially dangerous congestion.

Safety Concerns and Airspace Management

The city’s event advisory team, which includes representatives from local police, emergency services, and Canadian Heritage, ultimately decided to proceed with the fireworks. Mr. Perrault remarked that the risks associated with attracting additional crowds to the area outweighed the advantages of notifying the public in advance. “The public-safety risks associated with encouraging additional attendance in the surrounding area outweighed the benefits of broader notification,” he stated.

To ensure safety during the display, NAV CANADA, the body responsible for managing Canadian airspace, issued a notice three days prior, restricting air traffic up to 2,000 feet above sea level during the event. Gabriel Bourget, the organisation’s media relations manager, clarified that the restriction applied to all aircraft, including drones, except for police and medevac operations. He emphasised that informing the public about fireworks displays is primarily the responsibility of local authorities and event organisers.

Community Impact

Councillor Troster voiced her concern that the sudden explosion of fireworks could have been particularly distressing for residents who are survivors of conflict, highlighting the need for increased sensitivity in such situations. “I wasn’t pleased about it – not because I don’t like fireworks but because no one was informed about it, including me,” she remarked, echoing sentiments shared by many in the community.
