Tesla’s Ambitious Robotaxi Dream Stalls with Approval for Just 10 Vehicles in Las Vegas

Tesla’s grand vision of rolling out a fleet of 5,000 driverless taxis in Las Vegas has hit a significant roadblock, as Nevada regulators have approved only a mere 10 vehicles for the bustling Strip. This decision not only curtails the scale of Tesla’s ambitions but also imposes strict conditions on how these robotaxis can operate, leaving enthusiasts and stakeholders buzzing with questions.

Limited Launch for Tesla’s Robotaxis

On July 27, the Nevada Transportation Authority greenlit Tesla Robotaxi, LLC’s application, but the approval came with a hefty dose of restrictions. The approved robotaxis are confined to the Las Vegas Strip corridor and are limited to a maximum speed of 45 mph. What’s more, these vehicles are barred from picking up passengers at Harry Reid International Airport, despite the airport being part of Tesla’s initial request.

The permit stipulates that the vehicles must be clearly marked as “robotaxi” and that passengers need to be informed they are in a driverless car. Additionally, the vehicles must have “appropriate human supervision” during their journeys. However, it’s still unclear whether this supervision involves a safety driver in the vehicle or a remote monitoring system.

Competition in the Driverless Arena

Tesla is not the first to venture into the autonomous ride-hailing space in Las Vegas. Zoox, a rival company, has already launched its paid robotaxi service on the Strip, boasting around 50 vehicles. Zoox, which began offering free rides under interim approval in May 2025, has received federal clearance and is charging competitive fares that may even include location-based fees at popular destinations like the airport and the Sphere.

Meanwhile, other players in the autonomous vehicle sector, such as Waymo and Uber, are also eyeing the Las Vegas market. Both companies have submitted applications to the Nevada Transportation Authority to operate their own autonomous networks, further intensifying the competition.

Tesla’s Cautious Approach

Tesla’s limited rollout in Las Vegas aligns with its overall strategy of gradual expansion rather than a rapid launch. The company has already begun offering autonomous rides in several Texas cities, including Austin, Dallas, and Houston, and is taking a similar incremental approach in Las Vegas.

Safety remains a significant concern for Tesla. The company has cited the need for rigorous safety validation as a primary reason for the slow pace of its robotaxi expansion. Currently, Tesla is developing its next-generation Full Self-Driving (FSD) version 15 software, which is linked to future robotaxi deployments. Although the new software is expected to be ready by late 2026 or early 2027, early iterations are already being tested on the existing fleet.

Regulatory Challenges Ahead

Tesla faces additional hurdles with its innovative Cybercab, a vehicle designed specifically for autonomous operation without a steering wheel or pedals. To deploy this vehicle on public roads, Tesla must first navigate federal vehicle safety regulations, for which it has not yet sought an exemption. This regulatory landscape adds another layer of complexity to Tesla’s ambitious plans.
