Tight Contests in Quebec and Toronto: Voters Weigh in on Crucial By-elections

Voters across Toronto and Montreal are heading to the polls today for a significant trio of by-elections that could determine the fate of Prime Minister Mark Carney’s Liberal government. As the clock ticks down to the 8:30 p.m. ET deadline, all eyes are particularly focused on a heated race in Quebec’s Terrebonne, where a slim margin could shift the political landscape.

The Stakes in Terrebonne

The Terrebonne riding has emerged as a battleground in this electoral bout, with the Bloc Québécois and the governing Liberals vying fiercely for dominance. With nearly 20 per cent of voters participating in advance polls, the contest is shaping up to be a nail-biter. Last year, the Liberals claimed the seat by a mere single vote, a narrow victory that has intensified their campaigning efforts this time around.

In a turn of events that led to today’s by-election, the Supreme Court of Canada invalidated the previous Terrebonne election results due to a clerical error involving mail-in ballots. This ruling has provided Bloc candidate Nathalie Sinclair-Desgagné a unique talking point, as she recalls being met with support from constituents who appreciated her legal battle that brought the matter to the Supreme Court. “They were quite disappointed by the mistake Elections Canada made, but they were happy that I took the case all the way up to the Supreme Court,” Sinclair-Desgagné stated, expressing optimism about her campaign’s grassroots efforts.

Meanwhile, the Liberals have pulled out all the stops to ensure victory, deploying top cabinet ministers, including Health Minister Marjorie Michel, who believes their hard work will pay off. “We’ve been doing a great campaign … convincing citizens one-by-one,” she commented, underscoring the local focus of this election amidst broader discussions of a potential majority for the party.

Toronto’s Liberal Strongholds

The other two by-elections taking place in Toronto are expected to reinforce the Liberals’ hold on power. These contests have been called to replace former MPs Bill Blair and Chrystia Freeland, both of whom previously represented strong Liberal ridings. Analysts predict that the party will retain these seats, which could pave the way for an overall majority in the House of Commons.

Currently, the Liberals hold 171 seats, bolstered by several recent floor crossings from opposition members. This includes notable shifts such as Nova Scotia MP Chris D’Entremont, who left the Conservatives for the Liberals, and more recently, Marilyn Gladu, a four-term Conservative MP, who surprised observers by joining the governing party despite her previous criticisms of the government’s policies.

The Road to Majority

For Carney to secure a technical majority, he requires at least 172 seats; however, having 173 would provide a more stable governing position, given the role of the Speaker. Should the Liberals attain a majority, the dynamics in the House of Commons would shift significantly, allowing them greater control over committee proceedings and legislative decisions. The current composition, with the Bloc holding crucial votes on committees, presents challenges for the Liberals if they do not achieve a clear majority.
