Seven officers from the Toronto Police Service have been placed on unpaid suspension as part of an extensive corruption investigation dubbed Project South, which has uncovered serious allegations including bribery and information leaks to organised crime. This significant move follows the announcement by Police Chief Myron Demkiw, who indicated earlier this year that disciplinary action was necessary for those implicated in the scandal.

Details of the Suspension

Out of the seven officers affected, six are currently without pay, while the seventh, Constable Derek McCormick, will see his salary cease at the beginning of May after being notified in early March. Nadine Ramadan, a senior communications officer with the Toronto Police Service, confirmed these suspensions and highlighted the ongoing nature of the investigation.

The suspensions align with the provisions under Ontario’s Community Safety and Policing Act, which permits police chiefs to enact unpaid suspensions for officers facing serious, indictable charges that are not directly related to their job performance. If an officer is unable to fulfil their duties due to bail conditions, their pay is immediately halted. Otherwise, a 60-day notice is required before suspensions take effect.

The Accusations

The officers under scrutiny include Constable Timothy Barnhardt, Sergeant Robert Black, Sergeant Carl Grellette, Constable Saurabjit Bedi, Constable Elias Mouawad, and Constable John Madeley Jr. Notably, Constable Madeley Jr. is the son of a retired officer, John Madeley Sr., who also faces charges linked to this investigation.

The Project South investigation was initiated following a disturbing plot uncovered in June 2025, which involved an alleged conspiracy to murder an Ontario corrections officer. This officer’s personal details were reportedly shared with hired criminals, who were apprehended after a dramatic incident in which their vehicle collided with a police cruiser outside the officer’s home. The allegations suggest that the implicated Toronto officers engaged in leaking sensitive information, accepting bribes, and providing protection to drug trafficking operations, as disclosed during a press conference held in February.

Broader Implications

In connection with the Project South investigation, a total of 27 individuals are now facing criminal charges. The extent of the scandal has raised serious concerns within the community, especially regarding the integrity of law enforcement. Investigators from York Regional Police have indicated that some of the unlawfully accessed information was transmitted to gang members, who subsequently exploited this data for extortion and violent acts related to turf wars in the tow-truck industry across Southern Ontario.

In addition to those charged, another five officers—two from Toronto and three from the Peel Regional Police—have also been suspended, although they have not been formally accused of any criminal activity.
