In a significant development within one of Canada’s largest corruption inquiries, seven officers from the Toronto Police Service have been suspended without pay. This decision comes in the wake of serious criminal charges stemming from the Project South investigation, which has unveiled troubling allegations of misconduct involving payoffs and information leaks to organised crime.

Details of the Suspensions

Six officers are currently on unpaid leave, while a seventh, Constable Derek McCormick, has been notified that his pay will cease in early May. This information was confirmed by Nadine Ramadan, a senior communications officer with the Toronto Police Service. The suspensions were announced by Chief Myron Demkiw in February, as part of the police service’s response to the allegations that have surfaced during the ongoing investigation.

Under Ontario’s Community Safety and Policing Act, police chiefs are permitted to suspend officers without pay when they face serious, indictable offences that are not directly related to their official duties. If bail conditions prevent an officer from performing their role, their pay is halted immediately. In other cases, a notice period of 60 days is necessary before pay can be discontinued.

The Charges and Background

The officers facing charges include Constable Timothy Barnhardt, Sergeant Robert Black, Sergeant Carl Grellette, Constable Saurabjit Bedi, Constable Elias Mouawad, and Constable John Madeley Jr. Notably, Constable Madeley Jr. is the son of John Madeley Sr., a retired constable who is also facing charges related to the investigation.

The Project South probe was initiated following the discovery of a plot to murder an Ontario corrections officer in June 2025. Allegations suggest that the officer’s personal details were improperly shared with hired hitmen, who were arrested after crashing into a police cruiser while attempting to carry out their plan. The ongoing investigation has revealed that Toronto police officers allegedly provided sensitive information to organised crime figures, accepted bribes, and offered protection to drug-trafficking operations.

Impact on Community and Policing

The investigation has broader implications, as it has revealed that some of the unlawfully accessed data was shared with gang members, who reportedly used this information for extortion and violent activities in Southern Ontario, particularly in the turf wars of the tow-truck industry.
