In 2023, motivated by a desire for change, Kyereh began collaborating with a local environmental justice group to collect air samples in her yard. However, her efforts were abruptly curtailed when Louisiana lawmakers enacted a law backed by industry interests that severely limited the applicability of the data she was gathering. “I shut my mouth like they wanted me to,” she lamented.
Gaps in Air Monitoring System
An analysis by Floodlight and The Guardian has unveiled a concerning reality: many of Louisiana’s public air monitors are situated far from the industrial polluters that contribute to elevated cancer rates in the region. This analysis identified the state’s top 25 industrial air polluters based on self-reported emissions data submitted to the Environmental Protection Agency (EPA). Alarmingly, ten of the state’s highest polluting facilities operate without a single public air monitor within a five-mile radius.
For instance, Dow Chemical’s plastics facility in Plaquemine is located approximately eight miles away from the nearest air monitoring station, which is limited to measuring only ozone. The plant itself releases a variety of hazardous pollutants, including ethylene oxide, a known carcinogen, yet there are no public monitors in place to measure these threats.
Furthermore, the three chemicals identified as major contributors to cancer risk in the area—ethylene oxide, chloroprene, and formaldehyde—are not monitored by the state at all. Industry groups have spent significant time and resources opposing calls for improved monitoring around these manufacturing sites, and they played a pivotal role in drafting legislation that stifles community air monitoring efforts.
Recent Incidents Highlight Regulatory Failures
On August 24, 2023, a leak at the Marathon refinery in southeast Louisiana underscored the shortcomings of the state’s air monitoring system. Following a report of a naphtha leak, it took over six hours for the Louisiana Department of Environmental Quality (LDEQ) to begin air monitoring. The incident culminated in a massive fire that sent a thick plume of black smoke into the atmosphere, yet residents were not ordered to evacuate until more than 15 hours had passed since the leak began.
An investigation revealed that the nearest state monitor measured ozone, failing to capture the toxic volatile organic compounds released during the fire. Wilma Subra, an esteemed environmental chemist, stated that enhanced air monitoring could have facilitated quicker evacuations and school closures, highlighting the inadequacy of the current system to protect vulnerable neighbouring communities.
The Fight for Environmental Justice
Community advocates and environmental researchers argue for expanded monitoring, especially in predominantly Black communities situated near industrial facilities. Adrienne Katner, an associate professor at Louisiana State University, noted that many high-emission facilities lack public air monitoring, leaving residents to learn about toxic releases only during emergency situations. In 2024, legislation known as the Community Air Monitoring Reliability Act (CAMRA) was passed, limiting the use of air pollution data for regulatory enforcement unless it is collected by EPA-approved monitors. This law has effectively silenced community-led monitoring efforts, as many grassroots groups rely on more affordable, but non-compliant, air quality monitors. Critics argue that CAMRA serves to protect industry interests rather than public health.
