The UK government has firmly dismissed calls to implement an emergency “kill switch” capable of shutting down potentially dangerous artificial intelligence systems, arguing such measures would prove ineffective in practice.

The proposal, backed by cross-party MPs and peers in recent parliamentary debates, aimed to grant British authorities legal powers to forcibly deactivate AI models exhibiting rogue behaviour. However, the Cabinet Office – which leads the nation’s AI safety strategy – contended that simply blocking access to AI models within UK borders would not prevent their development or misuse elsewhere globally.

He warned that current security services and regulators lacked any statutory mechanism to compel rapid shutdown of such systems – whether hosted domestically or embedded within critical infrastructure.

Labour MP Alex Sobel later brought the issue to the Commons, securing support from a cross-party cohort alarmed by recent incidents involving major AI labs. While acknowledging that kill switches represent a step forward, Kokotajlo emphasised the necessity of diplomatic engagement with American counterparts. He urged UK policymakers to prioritise multilateral regulation designed to meaningfully slow AI development rather than pursuing isolated technical solutions.

Similar legislation is currently under consideration in the US, though President Trump has dismissed AI as posing no threat to humanity, describing the sector as a “golden goose.”

The Cabinet Office reiterated its commitment to a “long-term, science-led approach” through its AI Security Institute (AISI), stressing that companies bear clear responsibility for developing AI safely and investing in required security infrastructure.
