In a notable development ahead of the 76th FIFA Congress in Vancouver this week, the Vancouver Police Department (VPD) has turned down a request for a motorcade escort for FIFA President Gianni Infantino. The decision comes as the city gears up to host a significant gathering of soccer representatives from around the globe, coinciding with its role as one of the host cities for the upcoming FIFA World Cup.

No Special Treatment for FIFA Leadership

VPD spokesperson Constable Darren Wong confirmed that the police will not facilitate a motorcade for Infantino, stating, “We can’t provide an escort to move him from point A to B in Vancouver ‘as fast as possible’. Police motorcades are only authorised for visiting heads of state, and so far, a FIFA executive does not meet that standard.”

This decision underscores the VPD’s commitment to maintaining public safety and order, particularly in the context of high-profile events. Infantino’s request for a VIP escort was acknowledged by FIFA, but a spokesperson for the organisation clarified that the president had no knowledge of the security arrangements, emphasising that local organisers are responsible for coordinating with the authorities.

Local Leaders Support VPD’s Decision

Vancouver Mayor Ken Sim echoed the VPD’s stance, asserting that all transport arrangements made for the event will be appropriate and aligned with the city’s protocols for hosting major international gatherings. His remarks signal a unified approach to ensure that the event runs smoothly while adhering to public safety standards.

Toronto Police Services have also stated they will not provide motorcade escorts for any VIPs during the World Cup matches commencing June 12. However, they indicated that police would be prepared to assist with team escorts should crowd management become necessary.

FIFA Congress and Future Tournament Hosts

The FIFA Congress, which has been convening since 1904, is an essential event for the football governing body, gathering delegates from each of its 211 member nations, along with media and advertising personnel. This year’s congress will not only address current matters but also determine the hosts for the Women’s World Cups in 2031 and 2035.

The event will see a mix of football-related festivities, with FIFA’s demands on the North American host cities coming under scrutiny, particularly regarding the costs associated with security. In British Columbia, Premier David Eby expressed his frustration over the federal government’s hesitation to commit to funding security measures. He noted that while precise figures are yet to be released, the costs for Vancouver have escalated significantly.

Escalating Costs for Hosting Duties

The financial landscape surrounding the World Cup has raised concerns among local governments. Vancouver’s estimated expenses for hosting seven matches have surged from approximately £240 million in 2022 to a staggering £624 million, with costs shared among federal, provincial, and municipal governments. Similarly, Toronto’s costs to host six matches have ballooned from £30 million in 2018 to £380 million.

FIFA’s anticipated revenue for the 2023-2026 cycle is projected at a record US$13 billion, an increase from the earlier US$10.9 billion budget. FIFA Vice-President Victor Montagliani, a Vancouver native, noted that around half of the revenue from recent World Cups has yielded profit, with a substantial portion reinvested into member associations.

Why it Matters

The decision by the Vancouver Police not to provide a motorcade for FIFA’s president reflects broader concerns about public safety and the allocation of resources during high-profile events. As cities prepare for the World Cup, the debate over security costs and responsibilities highlights the complexities of hosting major international tournaments. The financial implications for local governments raise questions about the sustainability of such events and their true benefits to the communities involved. As the congress unfolds, the balance between hospitality and public safety will remain a crucial focus for both officials and citizens alike.
