The contractor, Goat Systems LLC, reportedly discharged bacteria-contaminated water into the public sewer system during the construction of an AI datacentre in Cheyenne, prompting immediate action from local officials.

Contamination Incident Sparks Regulatory Change

The contamination, which was traced back to the rare bacterium Cupriavidus gilardii, was discovered during routine testing in February. This bacterium is predominantly found in soil and is deemed an opportunistic pathogen, posing risks primarily to individuals with compromised immune systems. Fortunately, officials confirmed that the incident did not affect the city’s drinking water supply. Meta’s contractor had conducted independent water testing, which indicated no presence of the contaminant in the drinking water.

The city responded promptly by permanently revoking Meta’s permission to discharge wastewater into its treatment facilities, which are integral to the community’s irrigation system for parks and public spaces. Frank Strong, the engineering and water resource division manager for the Cheyenne Board of Public Utilities (BOPU), stated that the incident highlighted the need for stricter oversight of wastewater management in future datacentre projects.

In light of the contamination, Cheyenne has instituted a new policy that prohibits wastewater discharges from datacentres employing closed-loop cooling systems—a process that circulates purified water to clean construction debris. These regulations aim to ensure that any water from cooling systems is diverted to appropriate storage tanks for offsite disposal rather than entering the city’s sewer system.

This regulatory shift comes amid rising concerns over the environmental impact of datacentres, which critics argue place excessive demands on local water and energy resources. With nearly 4,500 datacentres across the United States, some reportedly consuming up to 300,000 gallons of water daily, the pressure on local supplies has become a contentious issue.

“Meta is dedicated to protecting local water resources and will foster collaboration between Fortis and the BOPU until this situation is fully resolved,” the spokesperson stated. Despite the challenges posed by Project Cosmo, the company insists that it remains committed to environmental stewardship in the region.

The contamination incident has intensified existing public opposition to the Project Cosmo datacentre, with local residents voicing concerns over the environmental impact and safety of the proposed facility.
