A contractor was found to have discharged water contaminated with bacteria during the construction of a contentious new artificial intelligence datacentre. Contamination Incident Sparks Regulatory Changes

The contamination was discovered in February during routine inspections of the wastewater released from the cooling systems of the datacentre located in the High Plains Business Park. The bacteria in question, Cupriavidus gilardii, is naturally occurring in soils and is classified as an “opportunistic pathogen.” While it poses minimal risk to the general population, it can be harmful to individuals with compromised immune systems. Fortunately, Meta has assured the public that drinking water supplies remain unaffected.

In response to the incident, the Cheyenne Board of Public Utilities (BOPU) has enforced stricter regulations governing the disposal of wastewater linked to datacentre operations. The city has permanently revoked Meta’s permission to discharge wastewater into its treatment facilities, where the treated water is typically reused for irrigation in parks and other public spaces.

The contractor responsible for the contamination, Goat Systems LLC, now faces scrutiny as the city adopts a new policy that mandates separate collection systems for wastewater from closed-loop cooling systems. This change aims to ensure that any water from datacentre operations is stored and disposed of offsite, rather than being flushed into public sewers.

Meta’s Commitment to Community Collaboration

Meta has expressed its commitment to being a responsible neighbour in Cheyenne, stating that it has directed its general contractor, Fortis, to fully cooperate with local authorities to prevent future incidents. Following the discovery of contamination, Fortis ceased all discharges of industrial wastewater and began transporting it offsite. Independent environmental specialists have since tested the water and found no traces of the bacteria.

In a statement to the press, a Meta spokesperson reaffirmed the company’s dedication to protecting local water resources, highlighting their ongoing collaboration with BOPU officials to address the situation. Erin Lamb, BOPU’s administrative and public affairs coordinator, mentioned that a press conference would be held soon to provide further updates.

Growing Opposition to Datacentre Expansion

The incident has stirred existing public opposition to the expansion of datacentres in Wyoming, particularly the Project Cosmo facility. Critics argue that these resource-intensive infrastructures place immense pressure on local water and energy resources. The Cowboy State Daily reported in May that community members were already raising concerns about the environmental impact and safety of the cooling systems used by Meta and other tech companies.

The regulations introduced by Cheyenne are part of a broader effort to address the potential health risks associated with wastewater management in datacentre operations. Frank Strong, BOPU’s engineering and water resource division manager, noted that the city’s irrigation system would now resume operations, given that the datacentre’s wastewater is no longer being discharged into public systems.
